At the time of both characters being designed, SPECIFICALLY in Japan, wolf cuts, and bicolor dark hair were very popular among women that dress in a gothic style.
I can't actually remember her twitter handle but there's a particular fashion model/clothing brand owner that dresses in a very similar style to both (since well before either character was created) and she has the exact same hairstyle as well.
Calling Shiori a copy of Luca is like saying ANY character in ANY archetype is a copy of another because they both borrow aspects of the same style.
Luca did not invent the Japanese goth style, she did not invent gothic lolita clothing, and she most certainly did not invent the combination of the aspects in her design.
If anything she's an even more generic version of the style with almost nothing unique to her.
