A circular venue with a central stage, i.e. most sports stadiums, cannot be fully seated because around 25% of a sports arena is facing the "back" of the stage and another 10-15% are facing the sides of the stage.

As an example, Okayu's sololive is actually a relatively accessible venue, but she sold out with only about 60% of her venue's capacity due to viewing angles.
Of course, Cover will want this to be a closed stadium as well, so that eliminates a handful more too.

Yes they can convert a circular arena, but the difference isn't 6300 vs 20000 at Crypto Arena, it's 6000 vs ~12000, and Cover still needs to pay for the full venue's booking.
