I'm going to give a small sample size it would take a while to do a comparison of all of Nijisanji but let's compare the weakest member of HoloID vs the rest of NijiID. Currently Anya has accrued 8.1m lifetime views. There is only one person out of 16 in NijiID who can beat that number Hana Macchia and that's at 12m and that is outclassed by the rest of the members of HoloID. Also keep in mind that most have been in this for over a year (Hana being over 2 years) while Anya is not even at her 1st anniversary yet. Even the least subbed and liked member of HoloID is better than most of her NijiID rivals if we want to go for a fair comparison between a specific language group.
It's not so much that a huge number of vtubers from agency is bad in theory, but you've got to realize that it will split your market, whether intentional or not. Someones favorite one day can get undercut by the new wave that comes out in the next month. You might try to balance watch times between them but eventually you'll have to pick one over the other if more new waves with more interesting people show up over time. This also doesn't account for the current market saturation of vtubers so while they have to fight against the competition, they also need to fight their own comrades in the company to maintain audience retention as the roster grows bigger with each month that passes by. Unlike here, the rest of the normalfag audience aren't going to watch the VODs after they catch a glimpse of them live. They have better things to do like complain on twitter or something.
