Most people from my generation who can understand english will tell you a similar story about how they ended up learning it, but newer generations don't share it as much because the market is big enough that almost everything is localized in both text and audio.
Japanese people are well served with entertainment on their own language, the country punches way above its weight in that regard, so much like EOPs and would-be-ESL-zoomers, they lose the strongest motivation people have to learn a new language, which is the desire to understand cool shit.
As useful as learning english can be for your daily life, the truth is that almost nobody is willing to put in the effort unless there's fun to be had at the end. A sense of obligation is a shitty motivation to learn a language.
