It's those numbers in the context we know, the overall trend and Niji strategy for their EN branch
Nijisanji as a brand had limited recognition in the west, so they chose to target HoloEN pre existing audience, to a fault. They didn't try anything that would set them apart, just going for Hololive light, not even a single male in the first 3 branchs only to debut a full male one long after, clearly showing their intention of not losing the Holo fanbase. You even see it way to clearly, when big holoEN streams at the same time NijiEN girls do, it seriously impacts their viewership. Every viewer of NijiEN knows about HoloEN, while the opposite coudln't be more wrong.
In the end, they went for the big and easy initial boost of doing discount Holo, but are logically losing steam now, and stuck in Hololive shadow. They even did safer than Hololive by targetting so many vtubers with long experience and the biggest nubmers of the scene but nothing outstanding. Going for more risky creative people out of the box is what make the scouting job relevant.
As much as people here hate it, they could even have started on Twitch setting themselves apart from Hololive more clearly.
They may have gotten lower numbers to start with but far far more likely to grow from it.
Overall they just chose to be an imitation of Hololive instead of creating their own originalstyle, and will be stuck in a slow decline after debuts.
