Rigged both Gura's models, both Anya's models, Coco's original and New Year's models, Matsuri's casual model and Izuru's New Year's model. All of them are of questionable quality with multiple issues like being too stiff, weird geometry, visible gaps and other problems, and it becomes even more apparent when compared to their genmates live2Ds.

Problem is Cover doesn't have in-house riggers and they have to work with wait lists for the bigger, more competent riggers. So when they need 5 new models they need to use whoever they can.

2.0 versions aren't that rare and a lot of members with bad rigs got great costumes with good rigs, it's just that currently Gura and Anya are stuck with this guy. As >>11299847 he's most likely has cheaper prices, and Cover might work with reservation system since putting a sub goal for costumes is kinda useless with how fast they grow, so their first costume is already commissioned by the same rigger that did their OG model and they don't have to deal with wait lists.

My assumption is also formalwear (that can double as new years) outfits.
The timing would have been off for announcement in June and reveal in Oct, since Oct is nothing important in either west or east, but an early "new years" outfit seemed the most plausible.
A festival/new years specific one doesn't make sense for EN since those western traditions don't require dressing up either. (But then they loosely inherited the dumb senpai/kouhai anyway so who knows.)
