If we tried to engineer a vtuber design and personality to especially pander to GFE and get the most money out of it, taking into account physiology, what would it look like?

She would look as normal as possible. Her canon age would be early to mid-twenties and she would have mid-length brown hair with blue or green eyes. Big tits, average height (internationally). Light-skinned but not ghastly pale, a healthy glow. It's very easy to design a character that appeals to everyone.

So basically similar to the character fusion in the picture above, but what about personality, Rushia is the top GFE, would a similar personality be good or a different one? If it grows too big it also runs the risk of getting people in that will notice that it’s weird (the GFE) in a manipulative way

Rushia's personality is actually too niche to properly suffice if your intention is to cast as wide a net as possible. You need a "girl next door" vibe, which isn't really that but more precisely someone who will say nice things and act like the idealized version of a girlfriend. Rushia is really much closer to a girl that likes you that you don't like back even though I'm well aware all of her fans are very enamoured with her. I really struggle to think of a proper analogue to compare to but at the most fundamental level she needs to embody what it means to be "nice".

So rushia gets thousands from a single person and this ideal broad GFE would take hundreds from several people. It would need to be a nice neighbor girl that feels close enough as a childhood friend but that it’s also enough that she gives just enough emotional retribution so you keep thinking she does like you and is kind and forgiving with everyone and everything

She would stream any kind of content where she can be interacting with chat CONSTANTLY. There cannot be a single second where she isn't talking to chat if the intention is for her to function as a GFE machine. If she plays a single player game, it needs to be slow-paced so she can talk to chat, if she plays a multiplayer game it needs to be WITH chat on her team, always. Playing games WITH a girlfriend is more or less a universal male fantasy. Aside from games, like I said anything she can do with constant chat interaction. Cooking, working, drawing, any kind of content that functions as a psuedo-zatsudan. Collabs would either be extremely rare or entirely non-existent, even with other women.
