Risu did have leadership qualities, especially remembering how strong her first few debut months were, yet she spent most of her time as a vtuber being lazy. You already know if ID's manager pushed her to do 4-5 streams a week she would quit on her friends immediately.
Moona could be a mediocre leader despite the shyness, although we never see many circumstances of her falling into pressure.
Iofi is relatively niche and mainly focuses on her indog fanbase along with hanging out with vtuber cliques.
Ollie is too much of a spastic, her and Moona both feel like they could unleash the final yab spontaneously. Plus she follows Moona around like a lapdog due to being a huge fan of her before joining. If it wasn't for all of that, she'd be a good leader.

Reine is a weird mix of Kiara and Moona. She has the best potential to be the leader, but she gets too over-emotional every once in a while and she's been kind of a loner lately.
