Like how Calli can't play Persona 3, even if she wants to and fits her theme, Mumei seems to have trouble with permissions. Cover is so anal about them, and their fear of history, that they probably banned her from playing Civilization. I do believe early on, she did mention she wanted to play a game but permissions were stopping her and it was heavily hinted to be Civilization. She probably wants to play RTS and other games like that, but time or permissions is what is holding her down. I mean for fucks sake, she can't even do any history, imagine if some people see her playing Bismark in Civilization? Some people would get pissy or cry about how Bismark was a monster or some shit.
