Most anime style art actually has realistic proportions, images like these either photoshop or hand pick the worse examples they can find, typically from error frames, low budget animes, animes with purposely exaggerated features, or incompetent artists. It is all a cope to distract from the ugly globohomo trash that is western animation. Most western animation is given designs to purposely make it ugly, like all of the adult cartoons that think that it distincts them from "childrens" cartoons.
