More specifically,
1) Retarded and over-broad US copyright laws.
2) The existence of US rights-holder corporations that are willing to use these laws to intimidate online companies into doing what they want or extort them for money.
3) Said laws being interpreted in past lawsuits by retarded/corrupt boomer judges with no knowledge of technology, deciding someone singing a song cover for an audience is copyright infringement and not transformative enough to be a fair use.
4) Youtube's content ID, a system that is in no way required by law, and entirely due to Google being massive cowards.
5) The Japanese culture of karaoke results in strong social pressures that discourage Japanese rights-holder corporations from targeting streamers who sing their songs.
6) Japanese rights-holder corporations have an economic incentive to perpetuate Japanese karaoke culture, as evidenced by single albums always containing instrumental versions.
