The fact is, while yes things would've been smoother had Council been recruited and debuted sooner, there probably just wasn't a good window for such a thing between bringing on more staff, training, and auditions. Like imagine the amount of crap they had to sift through for EN2 auditions, I have no doubt they had an absolute sea of garbage tier indies and political timebombs, on top of trying to find people that were more than 'just' popular indie chubbas.
