They're here connected to us only in a loose and broad sense if they weren't longtime fans of this subject. They may share a ton of common knowledge of memes/lingo and share some common opinions on anime/vidya etc around here ... but generally the specifics of what we've come to like and expect from chuuba content in particular? That usually is not going to ever be learned or taught properly by hanging out anywhere besides /hlg/ or Global, or I guess in recent times those plus NijiEN and the other big gens.
So I think a /here/ girl should basically define out
a.) how long she's really used the site as pre 2016, pre GG and pre 2012 (population boom) are all majorly huge shifts here. Pre 07 is hugely different too but that's going to be a really small fraction ever possible.
b.) her background on 4chan. everyone has main boards.
c.) her background with vtubers on 4chan. this can go back maximum to about 2018, late 2017 if it's looking at the birth of discussion here before the subject was even completely-allowed on /jp/.
If a girl would straight-up honestly answer those questions that would be a pretty interesting chubba right there I'd tell you that much. A lot of people don't have the balls to list just how new they are or what areas they aren't really experts in and such honesty would be a good sign IMO. Basically, 4chan is too complex and multifacted in its history to expect people to all be on the same page by just being "from" here.
