Kson is an outlier in that she already got some presence on the Internet before that. Someone like Marine who was active in Touhou circles or Miko/Fubuki who already got connection in Comiket doujin game circle could still get some boost or Noel who was a good businesswoman enough to have food brand and manga sponsorship for her roommate.
Sure you could always sustain a sizable audience when splitting off but not having a big corporate backing would mean less growth potential to get your image outside your normal niche.

Pekora and Matsuri both had an audience before holo on NND, but no matter how big they are, none of them would even got deals like voicing shosage, visiting Square Enix HQ or even on the same voice show with Sugita and Mafia.
Fucking hell, getting on the same show as both of them is a big deal that no matter how NND famous Shion's pre-Holo persona, they wouldn't clear for her to be on radio shows like this.
