Isn't summer considered to be the season for horror in Japan because of tests of courage and shit like that? They still care about Halloween, but it's usually something they do on the date itself to celebrate it, like the awesome 今宵はHalloween Night:

Not getting "horror month" doesn't mean they forgot Halloween existed.
