Tokyo's real population, the population of the Tokyo metro area, is ~38 million. That's true for those US cities too, LA is actually around 19 million for example.
You're right though in that finding out somebody lives in Tokyo like most jp holos isn't going to help you stalk them. That's not going to be the case with most of the ENs.
