I think they understand that streaming talent is something that can be cultivated, but passion is not.
That said, all the people with the talent and work ethic to actually make a theoretical holostarsEN are likely not trying to leech off of hololive's branding already. They're looking for people who stream for the sake of streaming, rather than people who are trying to get noticed by their scouts.
Plus, if you really wanted to get closer to your oshi, the best way to do it is probably by being a fan-artist/editor(NOT clipper)/remix artist instead of trying to become a kouhai.
