I think it's okay if some thread OP's don't put some clips, and anyway all anons can post whatever clips they want in the thread; the "best" clips don't have to all be in the initial links-filled replies and it shouldn't be that important to try to include as many clips as possible when the threads start.
Personally, I like to change it up a little bit every so often. It would get kind of boring and tedious in my opinion if every clips compilation at the start of every thread had the same ones every time, and I don't like to just make the one clip post list bigger and bigger when more quality clips get found.
Any Nene thread OP can put as many or as little clips as they want in the initial replies, or none at all, and I think that's fine. Just as long as said clips don't suck lmao. Furthermore I think it's okay if not every thread between different OP's is the same and follows the same format, but that's just my preference.
