Why do these vtubers need to get permission to stream video games from Nintendo and such when any random person can just fucking do it on twitch with apparently no problem.

Because Cover is a corporation and Holos are both employees and IP.
That said maybe it'd be easier to get permission to stream certain stuff on Twitch than deal with Youtube, especially for the ENs.

It's idiotic, but everyone needs permission to stream games that they are playing especially to a paying audience. The reason 2 view indies don't have to worry about it, much, is that they're too small to notice or even care about.

if they're part of a company, the argument becomes that these companies are using the developer's work to promote their products without permission and make a profit using someone else's IP. It's like if a fast food company like Wendy's started having some PR guy stream Mario and was constantly promoting the food they sell there. They're using the audience they're getting from playing Mario to promote their company without the developer agreeing to the partnership. In this case, the "product" is the streamer themselves(which is dumb) and the vtuber companies themselves are directly profiting from using the game, in the past without any agreement made with the developer.

Well Twitch is more geared towards streaming game content than youtube and publishers are more familiar with it for that purpose, so they may be more inclined to make deals that way. That was my line of thinking, anyway.

Here's the harsh truth. They CAN stream whatever they want, they just would have to turn off monetization, which they'd never do because the amount of them they'd have to commit to playing the game without money is just not worth it when you can play Minecraft(a game you're allowed to monetize) and make a bunch of money. Heck I'm pretty sure the wording in the Nintendo rules that had come out in Japan even clarified this only applied to companies trying to monetize their videos/streams.

Not true. For example you can't stream Danganronpa past chapter 1, monetization doesn't matter.
You can't play whatever you want on stream. Each company and each game has its own terms of use.

They literally can’t, if Mori tried to stream Persona 3 unmonetized it would get striked. Cover has to get permission to stream games unmonetized because nip companies are autistic assholes and nip antis are fucking schizos who are waiting for Hololive to slip up.

That's your answer. Who they choose to offer what depends HEAVILY on the company, and after what happened last year with cover, they are AUTISTIC to the point where unless they get specific written permissions(Or the game has absolute blanket permissions for everyone), they absolutely, totally, will NOT allow ANY holomem to stream a game, monetized or not. If its a big enough deal like with GTA, they can deal with unmonetized perms, but they prefer not to as doing so sets precedent.
