(tbf, I'm not sure that Niji's shotgun approach is the better one either, but that is on them, and not something that concerns Cover).
The most plausible rrat is the one most anons default to when the topic of why no Holo/Niji EN collabs comes up, simply that it's a conscious decision by upper Holo management to ignore and starve out their competitor from any attention, as there's little benefit and much risk in "boosting" them via collabs.
They can't do that in Japan, because Niji already has a major foothold there and talents have longstanding friendly interactions between each other (some even going back to previous lives), so it would be quite silly and apparent to pretend the other company doesn't exist.
But in the EN space, where Holo probably feels because it's the undisputed leader, they can afford such tactics. Pretty much every NijiEN fan already knows HoloEN (and many are crossover watchers, so there's not really much new viewer gain for Hololive from them), but on the other side, probably the majority of the HoloEN audience (remember how many of them are normie casuals who aren't really branching out into the whole medium and only stay in the Holo-sphere) don't know NijiEN, so collabing with them would just, in HoloENs calculation, "unnecessarily" shine a light on your competitor.
I'm not saying that's a good reason (certainly not, at least on a personal level when we can clearly see how much talents like Kiara and Pomu like each other and want to collab), but it's at least something we can make somewhat sense of from a cynical business standpoint, in the absence of any other information about the matter and without going into really stupid rrat imaginations.
