In the end, the private dictatorship model of governing artistic expression just isn't appealing, as all true art is controversial. That doesn't mean all controversial things are true art (ie a piece of shit smeared all over a canvas), just that controversy must be allowed and tolerated without exception in order for true art to flourish.
For an enlightened man of culture such as myself, technocratic autocracy will never be able to satisfy my lust for great artistry.
