Because once you've made it in, what's Cover going to do about it to actually enforce it? If you want to take days or even weeks off, you just need some sob story excuse (take your pick, from tommy hort to my dog died lesgoooo, apparently anything goes) so your yesmen simps will fall over themselves to shower you with pity "aww poor gurl, don't worry sweetie take as much time as you need", which also has the added benefit that if Cover ever decided to actually ever do something against your truancy, they'd risk bringing the ire of the fanbase upon them (how DARE they force our widdle girl to work!), so you can pretty much do whatever you want and Cover isn't able to do shit about it.
Some Holos like Ayame have already figured this out long ago, how to abuse the system, and only return every once in a while to collect some welcome-back SCs (for your next vacation) if they need it. You might think, well why don't they just quit outright then, but that'd be like turning down free money for minimal work, and it's not like Cover is actually "losing" money on them either (they're just not making as much as they could), so they mostly just let them be as is, because actually doing something about it would only take more trouble. The company is "lucky" that most of the talents are actually hard workers, either by having japanese work ethic, not wanting to let the group down, or being really grateful and wanting to provide for their fans, but like in every group that's grown sufficiently large enough, some bad actors and passive passengers will invariably find their way in, and you can just hope that their attitude and example doesn't infect the rest too much over the long run, but it's inevitable especially as you bring more western (or westernized) women with their (lack of) work ethic in, this shit is going to spread and increase.
