Imagine if all those 3d collabs are just on VRC then we wouldn't have moments like Mio actually vomiting stuff, Marine actually physically exhausted dancing or actually slapping Aqua around. Having actually interacted with each other is just plain better than having them awkwardly wearing a VR headset pretend to do that within the virtual space, with SD form to put.

Business-wise, JP just plain bringing more money when their images can be plastered on supermarkets, trains, sports leagues and card games while EN, while reaching a wider audience compared to JP due to the language barrier, isn't reaching deep enough compared to JP.
Basically, when it comes to fame, JP is the equivalent of actual anime characters, mid-tier seiyuu/celebrities, and thus, investing in them would bring more revenue from actual big payers like corps and businesses wanting to use their images while EN is still streamers and thus, existed on a singular niche where the income only coming from their paypigs.
