For a long time, Fubuki was the most successful member of Hololive by every possible measure. She was the reason that the Hololive brand was worth anything; being a member of Hololive meant cross-promotion with Fubuki.
This was significant enough that they gave her her own generation where she would participate in picking her genmates. She picked Mio and Okayu, and liked Okayu enough to comply with the demand that they bring on Korone as well. Korone was the first time that anyone surpassed Fubuki at anything, growing faster as a result of her broken English bringing in English fans.
The influx of English fans that Korone created is what led them to create the English branch, which notably holds Gura and Mori, the two members with the largest audience for their gaming and music respectively.
All the current talent are aware that their success traces back to Fubuki, and marketing partners know that while there will always be a new hotness, Fubuki is old reliable.
