- she's part of the old enough gens where Cover were much more lenient
- she's not really "costing" them any money either (at worst, you can maybe say "they're not making as much off her as they potentially could if she streamed more"), because whatever the initial expenses were for her model etc, she has already recouped them several times over, so everything else by now is basically just "free money". Hell, you could even say, because she does so little, she doesn't even need a manager, so Cover saves that expense as well!
- even from a cynical pure-money perspective, she brings in more money than some of the other C-tier Holos who stream more but bring in even less. Ayame has maximised the "time/effort efficiency" of the whole business. Just show up once every month maybe, and collect massive amounts of SCs from your still loyal simp audience (so if you want to get angry at anyone, just get angry at them for continuing to enable and reward this behavior), then just fuck off for another vacation or play league with your boyfriend for the next month, rinse repeat. If other Holos, who perform even worse in the pure "money brought in" aspect than her, aren't getting dropped, she's in no danger of it too
- firing a Holo just looks plain bad. Cover knows this would just unnecessarily provoke audience backlash, and go against the "we're all just one big happy idol family" image they want to portray, so they look at it from a risk/reward perspective, find that it just brings more trouble than it is worth, and just don't bother. Ayame also probably figured this out long ago, that's why she continues to "get away with it", because once you're in there's not much that Cover can reasonably do to actually enforce that "minimum stream requirement" clause that basically only exists on paper to scare off the laziest people during the application process but is pretty much meaningless after. And even when push came to shove, you could always just make up "health reasons" or sumshit if you want to take a break and everybody eats it up anyway.
