2) Ushi has some sort of elite privilege and this narrative can be justified, considering he made riggings for people like Matsuri who's one of the first vtubers in Hololive, so he probably got some "senior" like status that Japanese really love and keep hiring him even if he does a shit job. TL;DR: classic Japanese Nepotism;
3) Cover knows people would like Gura anyway no matter what and so doesn't bother spending efforts on her;
4) Cover is afraid to lose that particular feel Gura's current rigging gives. There are anons here scared of losing her very special and probably best in Hololive blush.
That's all I can think of. Gura has nothing to do with this because:
1) All Ushi's rigging is shit, literally check Face Mask Monster "Anya" or Matsuri's/Coco's old riggings;
2) The only thing that can influence is the outfit and accessories that Nacho has to draw for her, that's literally it, and Nacho herself is not at fault either, check 1).
In short, fucking rigger
