Yeah, Like I said. It's probably cuz of the constant music output, her story and how she got to where she is, her "presence" in Hololive is just bigger than most which is probably a byproduct of the last two. Not to mention the whole Suicopath thing for a while back too.
She's also one of the few that can kinda fit into any category of idol in Hololive. There's the music group that AZKi and Sora fit in with her songs with her regular music covers, original songs and concerts. The ad group that Hololive uses for collaborations with other companies like E-ma. There's the gamer group that Okakoro (and sorta everyone else), gets memes since suicopath, has that "foreign charm" Subaru and Fubuki have when speaking/doing/mimicking something English/western and collabs a lot in all those areas and with EN too (and Nijisanji so she can pull from other fandoms).
She has worked with/likes a lot of popular Japanese people Taku Inoue. She's also a top Tetris player and being a top something normally gets you recognized worldwide.
So when you look at it, it's not too surprising. She's pretty much everywhere but not to an annoying degree and can exist in any space without it being forced and gets marketed regularly. Her initial popularity is enough to get her more popularity which can easily spread to the EN fanbase as well. You just can never forget about Suisei like you could with Ayame or any JP, ID or Stars talent with low popularity or lack of content for the EN fans.
As a consolation I'd probably say Mori is the closest thing to being something similar to an EN version Suisei in that regard. Especially considering their Getcha cover and the fact that Mori is kinda Suisei's oshi in a way and sings her songs. That also Connects the biggest/most popular in EN to her as well. Especially since a lot of the JP talents think Mori's cool.
Just look at that one post with a list of everyone who put Suisei in their top 10s
