That information will still be available to the video creators who look at their analytics. So if the intent in disliking videos is to cause mental harm to the people running the channel, that will still happen! In fact it may actually make it even worse for them, since people would be less likely to "counter" dislikes with random likes when they see a video getting ratio'd.
This change is for corporate media channels, Hollywood, politicians, etc. People who don't actually care about the dislikes other than not wanting to be embarrassed by them. Individual creators who actually get stressed out by dislikes will still be harmed by them.
