I did try it myself and holy shit animating realistic body movement in 2D is one hell of a job
So to cut cost, you either goes 2D chibi or just straight up go for 3D model

Nope. Maybe if they were fully animated sprites, but that's mostly bone tool and tweening. Don't forget they have to make their movesets and 3D VFX in genshin too. Genshin is a lot harder to make and pump out
