Should she be doing more to help Indie vtubers? As the top subscribed vtuber she should be inspiring others and leading.

How would one get a collab with Gura without being connected to Hololive? Even one shout-out would really help some struggling channels I know.

It's not as simple as suddenly and randomly shouting out channels. Sure that shotgun approach will give those channels temporary exposure but there's no heart behind that and they'll be left with dead subs.
If you want to collab with anyone in Hololive, you need to demonstrate that you're capable of behaving in muchly the same manner as they do consistently. A lot of it has to do with Management. It's just not as simple as Gura noticing you and saying "Hey I wanna collab!". You're not just vying for Gura's attention/approval, you're vying for Management's attention/approval.
As the top subscribed vtuber in the entire company, they will be VERY protective of her because they want to protect not only her personally, but her position in the business as the highest subscribed talent in their company.
Not only this, but some people can see a collab with Hololive as an approval of the outsider's content, meaning they need to be able to trust that you haven't done/won't do shit that will ruin Cover's/Gura's reputation simply due to association.
In summary:
>Cover needs to trust that a collab with you won't hurt their image to the public
>Cover and Gura need to trust that you will have good chemistry together
>Cover and Gura need to trust that the content you make is such that it wouldn't cause problems if Cover recommended it
It's not as simple as flipping a switch and deciding a collab will happen, with a big company there is always a process to be followed.

They may also have relevancy requirements. I don't mean this in a bad way per se, just that you may have to hit a certain threshold of viewership / audience size before they can at even a minimum consider your request. Not sure what that would be if such a thing exists, but I would not be surprised if it was at least on-par with their lowest subscribed / lowest viewed.
An alternative is if your content is really, really talented, such as Cover Songs or Original Songs. If they see there is potential for a really cool Song Collab that would generate sales for the both of you, and the talent herself has heard of you and would love to do it, it's more likely.
I say this because from the perspective of Cover, they have to think about what they would gain out of it. But also, I've seen it done with Mori Calliope and her various song remix requests. IIRC BOOGEY VOXX showed up on Mori's radar because they covered RIP during her contest.
Now after all this time afterwards, she's got at least 2 tracks made with them, one of which got posted directly on THEIR channel, and it seems they have a solid working relationship going on with them.
Make yourself known to them with your work and I'm sure things will start to come your way.

You need to prove yourself by streaming and getting traction. They have no reason to contact any random 2view that emails them. Hell, they shut down any and all interactions with Uto as well. Vshojo and Pikamee have had minimal collabs with them, and they're the biggest "outsiders". You expect you'll ever get a response? Try again after 500k subs

I don't know, I think comparing one guy to a big growing company probably isn't a great comparison. Pewds has more money than he'll be able to spend in a lifetime. Competition isn't even a thought, where the same can't be said for Hololive.

I'm sure Holo has their reasons for not wanting to go too out of their own sphere, but it would definitely be great to see Gura do something like that.

As a company, Hololive is literally getting nothing out of it, it's a writeoff at that point.

This is the exact opposite of how the world works. Having a monopoly on something means you barely even need to try anymore, since you know your customers don't have an alternative. If Cover had a monopoly on vtubers (assuming we live in some magic fantasy world where that's possible), they could legitimately do stuff like having 1 person with a voice changer roleplay as multiple characters, play prerecorded streams pretending they're live or even put vtuber avatars over someone else's prerecorded gameplay pretending they're playing the game.

Let there be a balance. If you want to do that, do it, but don't be forced as itll be disingenuous and listeners won't care. Plus, boosting up smaller people isn't done by merely a shoutout or collab. Sometimes people become friends and offer advice. You know, like what Subaru did for Maimoto (and almost vice versa in a way).
