Silver play buttons aren't given out purely based on hitting a sub count. Every one involves a review process, and I highly doubt that a channel without any content will get one. Particularly because the silver play button is a higher tier of the creator awards, and so you should really hit the earlier requirements first, like becoming a youtube partner which requires 4,000 viewer watch hours.

If they can't reach 100k views creating content, then they weren't that good to begin with. Using 2020 date since I couldn't find the 2021 one, there are about 22k+ channels with over 1 million subs, 230k+ channels with over 100k subs. Obviously there is more but by how much and if they're still active I can't say for sure but it's not that impossible to attain.

This pretty much proves the strength of the Hololive En brand. You can just attach the brand to anyone and they would by default, get a bunch of subs on Youtube and followers on Twitter, no questions asked. Besides, Omega has said time and again in interviews and on Twitter that he was there in the beginning, he's the originator of the Holo En brand. Without him, there would be no Holo En, and all of the girls would still be wage slaves. At least now, the girls can enjoy themselves, buy cars, eat at fancy restaurants, splurge on vacations, and help their families all because of what the Holo En brand has brought them through the vision of Omega.
