In 3D idoling, an idol's main strength is in her looks and not her skills such as singing. She's cute and has a righteous body, so she would have the chance of being legendary as an idol if she somehow entered the 3D world. Any defects in her singing can be improved through specialist training and otherwise ignored. (Fans are willing to forgive missed notes as long as an idol is cute.)
Contrast that with her opposite the seiyuu Saori Hayami -- who has the voice of an angel but unfortunately is not classically beautiful, shall we say.
I'll conclude by pointing out that behind the glamor, fame, and potential(!) riches of 3D idols, it's a notoriously short and unpleasant career. So Noel should feel thankful that she's safely in the 2D realm as a cute top-heavy 2D idol with a SOULFUL singing style.
