The problem is chats are designed to be spammy shitfests. Not only that, most of the major sites literally make money off of being able to spam emotes.
There has only ever been one site where I have seen a "reactions panel" where you could react in some way and it had a number beside it. No different to the way superchats worked - reactions would "disappear" after a period since they are usually very contextual.
That site was some shit-tier webcam site for smartphone kiddies, think Tiktok of streaming. (forgot the name, began with a Y)
And hey, guess what, chats weren't spamfests even with loads of viewers. You could actually have a discussion. A complete fucking 180 from every other major streaming site with chat. Totally different culture.
