It's simple, she sees streaming as part of the job, not a priviledge she's looking forward to doing after work.
So whenever she's busy with other company-related stuff, unless it's some collab that sounds particularly fun, she won't bother streaming.
Kind of a bold move to not work on growing the thing that makes you relevant enough to continue getting non-stream-related work, but it seems to be working out for her.
Can't blame her either, if my boss told me to do a bunch of unrelated shit the whole day, I sure as hell wouldn't want to do my regular job at night later either, fuck that.
