>>13730859There isn't any "unnecessary restrictions" on Council. The only restriction they have - outside of games permissions - is Mumei being unable to do her /his/ stream. Everyone can see how it has lot potentials to be a yab mine anyway.
Council's major issue right now is that they simply don't grind enough hour and thus, wasted their potentials. Just look at JP or even EN1's hours streamed here

Hololive is lax, but in this case, they might have been too lax. Council had a lot of potentials going by their numbers in the first few weeks. Seeing them only doing "just fine" nowadays is rather sad
