I'm surprised HoloEN got so many Japanese speakers for Myth and Project Hope, but then only got one for Council. You've got 2 and then one who I'm fairly certain is almost fluent but is so insecure about speaking Japanese in front of a JP that she may as well not speak the language at all. And then you've got the two who absolutely do not speak it. I just don't get the benefit of hiring someone who has no motivation to learn Japanese or even make an attempt at simple Japanese communication. That's pretty much a dead-end in terms of potential, like cutting them off completely from the JP branch and putting them in their own little box. It seems like a waste of money.
