If you are going by a simplified:
A Cyborg is a Human with artificial Augmentation and an Android is an Artificial being in Human shape, then yes, Chuubas are Androids by that definition.
If going by the definition for Cyborg given in 'a Cyborg Manifesto' then Chuubas are Cyborgs.
i.e. A Cyborg is an entity that emerged from the transgression of boundaries that are wholly incompatible to another. That also means there is no singular point of origin.
It's a being that is at the same time Human and Anime, real and artificial, Person and Persona.
Chuubas do fit that definition to the letter.
