They can't cancel the outfit because that would spark massive outrage, but at the same time I have a very hard time seeing any outfit being good enough to justify the 2 year wait. They also can't keep delaying it forever because people are getting more and more impatient and frustrated with them as they keep pumping out new outfits for everyone else.
I think nothing short of a full wardrode with alternate hairstyles and accessories (think Rushia) will be good enough to justify the 2 year wait, and there's no way they'd give something like that to Pekora. No matter which route Cover takes here, people are going to be pissed at them.
They apologized for the wait over 5 months ago now and Pekora's outfit is still nowhere to be seen and they haven't even hinted at it since. This is on top of it having been 2 years of waiting. Maybe they shouldn't have neglected Pekora so much, then they would have spared themselves all this.
