COVID lockdowns were still pretty high with few if any vaccines, interest in Vtubers were steadily growing, the demand for English vtubers was at its highest since it was mostly ID/JP/CN branches up to that point. When one of the most popular vtuber companies finally set up an EN branch filled with differing personalities from different backgrounds that interacted with each other, it was basically a recipe for success.
But that said the ENs were still heavily limited in terms of game permissions at the time, more than they were now. They also had this weird restriction with Coco/Haachama interactions long after the drama subsided, despite their immediate success and how it boosted Cover overall they also didn't have quality merch at the time, it was just weird. It also seems like the ENs did most of the heavily lifting in terms of stuff like 3D events out of their pocket and the Walfie costume reveals at the time than Cover did with, far as I know. And if Omega was really integral to Myth's success, then why isn't Council at that same point yet?
