A lack of proper management. Had the clone scandal not happen, if she kept everything in one channel instead of separating her main and gaming channels, and had she rode the COVID lockdown wave to it's fullest she would be sitting at 5+ million subs by now. It's a huge shame because all of these could've been easily achieved had her team cared for her and not the product of her.

Her creators didn't know how to adapt to chuubas trends at the right time, and it didn't help that they tried to force those horrible clones with the intention of replacing the OG voice actress in the future.
and now they focus more on her musical career instead of effectively continuing to expand her popularity first and get more fans and then propel that musical career, something that Hololive and other agencies discovered much earlier.
I doubt her end is relatively near but her heyday is now distant and with no chance of returning to the immense popularity she once had.

Simply to put: Better, more attractive for viewers vtubers appeared. Bit more personality, bit more interaction with viewers, bit more interesting content, bit more better tech etc etc and it added up to Kizuna Ai simply looking poor in comparison to others.
