A significant of their fanbases is made up of EOPs which are finicky as best and outright annoying at their worst (endless collab begging).
Taking reference from your biased list of streams (because supas from special events are not the way to measure their success like what
>>14279579 said), Astel, the "most successful" star member here, is basically EOP central with maybe Izuru at second. If an EN branch debuts now, most of his fanbase (and the general holostars fanbase) is going to migrate away to the EN side (because of their finicky nature, which if you don't believe, just look at Arurandeisu's english streams). This leaves the JP branch with just a few JOPs and much worse off than before. Contrast this to the HoloJP, which already has a sizable JOP viewership before HoloEN debuted, so when HoloEN debuted, you don't see the JP side suffer, and probably got a viewership boom from the exposure they got from the EN side.
If your "most successful" member (astel in this case) in your branch is going to fucking crash if they debut StarsEN now, which company in the right mind would do so? StarsEN is going to cannibalise the viewership on the JP side. Until the Stars get more JOP viewership (which they can try fixing partially with a new JP gen) to avoid the collapse of EOP viewership when StarsEN debuts, I don't see Cover debut StarsEN anytime soon.
