I think is mostly a thing of Cover trying to dechink her like they did with Nene before, we haven't seen Kintsuba for a long time after all, they are probably nuking him too.
They may see it as a chance to also boost her numbers with a different approach to her design.
Why she didn't like it too much, besides the obvious butched live2D, goes beyond my understanding, Gen3 has some of the best and more fitting designs and her's is definitely one of them.
