Clown Suit really wasn't a good aspect of Korean culture to base an outfit on. An outfit based on Korean culture was the right idea, but the specifics and execution were...lacking in creativity, I suppose. Rather than just basing a dress on a Korean dress, I'd like to think a better looking outfit could've been made as a homage to other elements of Korean culture that aren't necessarily limited to fashion or clothing (such as art, food, celebrations, etc). A western outfit with Korean trappings would've sufficed, or even something flamboyant with silly glasses that's an homage to the borth's departed dictator.
At the end of the day, what's most important is that a chuba costume looks aesthetically pleasing.
