Damn, even NDS alone. The coast, Emsland, Oldenburg, Lüneburg, Osnabrück, Braunschweig, Göttingen, the Harz, Vechta, Hannover... all of these could be their own state, hate each other as if they were French people and historically speaking, most of those were indeed independant states.
