The difference is that it doesn't harm the other company in any way, it just benefits yourself. Meanwhile deliberately streaming over an event (again assuming it is deliberate, which is still questionable) DOES harm them. That's literally it.
Hololive doesn't have to HELP Nijisanji, but they could not go out of their way to HURT them. It's not like Hololive has any reason to be scared of Nijisanji overtaking them any time soon, so it just comes off as spiteful rather than competitive.
