OH WAIT THEY DO LMAO
No smart person just thinks tweeting, "h-h-hello i'm gonna stream in a few weeks/months p-p-please watch it." will result in a following. The best way to start is to actually start my dude. If you just start creating you'll:
-learn how to actually do the thing you want to do
-work out all the kinks
-improve
All before you have a following so it's not stressful if you do gain one. Not to mention the best way to get noticed is to, you know, do something note worthy. Twitter and other sites do play a part in actually getting popular but they're marketing and not the main event. They exist to sell your product: you. If you're not producing anything you're not gonna "sell" anything. Do funny shit on your stream, clip it, post it on twitter. Done. People don't follow prospective creators. No one goes, "Oh man this person says they're gonna make something someday, I gonna get in on that!"
I get it man, I stream on Twitch. Streaming to 0 viewers is demoralizing as fuck but that's how everyone starts unless you have a previously established fanbase from something else. If you can't show up every day and stream for fucking no one AND improve while being demoralized as fuck for months on end streaming/vtubing isn't for you. This is harsh but it's the truth.
