Personnaly I have them as background noise when I do something else, I'm not actively watching most of the time or at least I'm not fully focused like with a movie, so subtitles are really not usable for me, I only watch jp clips because they're short and don't require my full attention for hours, and en because again no need to focus to understand.
Anyone who doesn't "watch" streams but just listens or half-watches will dislike the idea, and I feel that's how most people watch streamers in general. That's why en vtubers are closer to the usual twitch steamer gamer than jp probably, because that's how their audience consumes them.
