Given how things have been gone and have been going on behind the scenes, I have no doubt that going idol was always on her mind, but being out in the countryside was one of the major limiters for her being able to go all-in.
Of course, then the 1-2 whammie of Copystrike Arc + Taiwan yab happened, cutting off Aqua's ability to play whatever the hell she wanted combined with the loss of a chunk of her audience. At the same time, Cover realized it HAD to pivot to a more diversified portfolio than just 'girls who stream games and occasionally do karaoke' and also went all-in on providing the ability for the girls to go through with the Idol route.
Well, it is what it is...I really just wish Aqua's mental didn't completely shatter earlier this year, at least game once a week or something to help hold onto that part of your audience....
