Watch how she plays herself off as a weak innocent woobie to the rest of HoloEN, except for Kronii, who she passively-aggressively torments constantly. Kronii can't reject her outright because the rest of HoloEN would side against her and make her an outcast, and she is known to have paranoia issues anyway, so the is being put in a posiition of *needing* Mumei as an ally even though she's constantly frustrated. Kronii is allowed to think she's the master of the relationship because this plays into her pride, and Mumei acts subservient toward her directly to play off this, but we can tell who actually has more power and it's quite lopsided.
Mumei may not be that scary by herself, but in a social situation she knows exactly how to turn everything to her advantage and she inevitably will do so.
