Cover gets its permissions from JASRAC. JASRAC grants them mech and sync licenses on their managed works but with different permissions based on whether they're domestic or foreign songs from their partners. No archiving allowed for foreign songs. For archiving foreign works, they must apply for licenses separately or though JASRAC which takes 3+ months.
JASRAC also requires their licencee to source a backing track they have rights to or play it themselves, so some HoloEN/ID members have signed up for Karafun to use their track library. This is also why some HoloID members only did acapella.
Between JASRAC and Karafun, they are covered legally with licenses for the songs present in both libraries.
